Guide 5069 – Temporary Public Policy: Temporary Resident to Permanent Resident Pathway (TR to PR)

The Temporary Public Policy: Temporary Resident to Permanent Resident Pathway (TR to PR Pathway) is a limited time pathway to permanent residence for qualifying temporary residents and their families. If you have work experience in Canada in an essential occupation, the health or health services field, or you have recently graduated from a Canadian post-secondary institution, you might be able to apply for permanent residence. Graduates and workers must be present in Canada and currently working (with authorization) at the time of their application, have proficiency in one of Canada’s official languages and meet general admissibility requirements to qualify. There are six streams under this Public Policy, and each has different requirements.

Standard personal information banks
Personal information banks (PIBs) are descriptions of personal information under the control of a government institution that is organized and retrievable by an individual’s name or by a number, symbol or other element that identifies that individual. The personal information described in a PIB has been used, is being used or is available for an administrative purpose. The PIB describes how personal information is collected, used, disclosed, retained and/or disposed of in the administration of a government institution’s program or activity.

Standard classes of records
Classes of records are descriptions of records and information created, captured and maintained by a government institution as evidence of the administration of a particular program activity and sub-activity specific to the institution.
Standard classes of records are descriptions of records maintained by most government institutions in support of common internal services. These include records relating to human resources management, materiel management, corporate communications and other administrative services. Standard classes of records are created by the Treasury Board of Canada Secretariat.
