Many foreign national physicians seeking to immigrate to Canada as permanent residents have the qualifications to apply to Canada’s federal economic immigration programs through Immigration, Refugees and Citizenship Canada’s Express Entry system. Yet, these physicians may have arranged employment and/or work experience in Canada that does not meet the programs’ requirements due to the structure of their work. This makes it more difficult for them to qualify for permanent residence through the federal economic programs and leverage the faster processing time of the Express Entry application intake management system.

Ministerial Instructions: Priority Processing for the Student Direct Stream Program

These Instructions are published in the Canada Gazette in accordance with subsection 87.3(6) of the Immigration and Refugee Protection Act (the Act).

These Instructions are given pursuant to section 87.3 of the Act by the Minister of Citizenship and Immigration (the Minister) as, in the opinion of the Minister, these Instructions will best support the attainment of the immigration goals established by the Government of Canada.

These Instructions are consistent with the objectives of the Act, as set out in section 3.

These Instructions are directed to officers who are charged with handling and/or reviewing certain applications for study permits, and establish conditions that must be met for these study permits to receive priority processing. For the purposes of these Instructions, “priority processing” refers to an intended shortened processing time as compared to the regular study permit application process.

New Policy: Proof of Funds – Federal Skilled Immigrants (Express Entry)

We updated the table that shows how much money you need to settle in Canada. We update these numbers every year, based on 50% of the low income cut-off totals. To stay eligible, you may need to update your settlement fund numbers in your Express Entry profile. The update must be done no later than April 25, 2023.
Updating your profile doesn’t change the date and time that we received it, so you’ll keep your rank if you’re in a tie-breaker situation.

Proof of funds is how you show us that you have enough money to settle in Canada. If we invite you to apply, you must give written proof that you have this money.

New Policy: IRCC Acknowledges Dual Intent is a Legitimate Circumstance

“Dual intent” refers to the situation where a foreign national intends to enter Canada temporarily as a visitor, student, or worker, but also has the intention to apply for permanent residence in Canada, either before or after entering the country.

In other words, dual intent is present when a foreign national has applied or may apply for permanent residence in Canada, but also wishes to enter Canada temporarily for work, study, or tourism. This allows the foreign national to pursue both temporary and permanent residence status in Canada simultaneously, without one application affecting the other.

On April 5th, 2021, Immigration, Refugees and Citizenship Canada (IRCC) updated its program instructions for IRCC staff regarding cases of dual intent. The revised instructions now acknowledge that having two intentions – initially for temporary residence and eventually for permanent residence – is legitimate and complementary, rather than contradictory.

Throughout the COVID-19 pandemic, to protect the health and safety of Canadians, the Government of Canada has taken a prudent and measured approach to adjusting border measures. On January 5, 2023, in response to the surge of COVID-19 in the People’s Republic of China and given the limited data available at that time on those cases, the Government of Canada put in place temporary pre-departure test requirements for air travellers entering Canada from the People’s Republic of China, Hong Kong or Macao. Today, the Government of Canada announced it will remove those temporary measures.

Temporary Public Policy to Facilitate the Issuance of an Open Work Permit to Former or Current PGWP Holders

IRCC recognizes the effects on the Canadian labour market and on PGWP holders when the department paused the invitations to apply for federal high-skilled streams under Express Entry (including federal skilled workers, federal skilled trades and Canadian experience class). Under this temporary public policy, we are introducing measures so that eligible PGWP holders can apply for a new open work permit that would be valid for up to 18 months. This public policy will be in effect until December 31, 2022.
