Assessment for Nursing Licensing Purposes

  • To start your nursing journey in Canada, secure licensure from a nursing regulatory body. The Comparative Education Service provides a tailored educational assessment for licensing, laying a robust groundwork for your successful nursing career in Canada.

ECA for Agri-food Immigration Pilot Program

  • The Agri-Food Immigration Pilot is a new federal immigration program for farm and food workers employed in year-round occupations.

The Comparative Education Service has been designated by Immigration, Refugees and Citizenship Canada (IRCC) to conduct educational credential assessments for the purposes of this pilot program.

Canadian Immigration Program Assessment Immigration ECA reports is used for Canadian immigration (including Provincial Nominee Programs). Immigration ECA reports contain a unique immigration client reference number. Access Form $210 per credential
General Use Assessment (Document-by-Document) General ECA reports can be used for employment, education, licensure, TN visa, and general purposes. Access Form $149 per credential
General Use Assessment (Course-by-Course) A course-by-course assessment provides the Canadian equivalency of an internationally-earned education credential and its GPA. The assessment report analyzes all courses and grades pertaining to the educational credential and can be used for admissions and licensing purposes. Access Form $155 first credential

Application for Educational Program Pre-Assessment If you want to find out the Canadian equivalence of an international academic program before you enrol, CES can pre-assess up to three foreign degree programs with a single application. Application for Institution Assessment Find out if a college, university, academy, or other higher education institution is recognized or accredited. Assessment Report Conversion Application You may apply to convert your General-purpose assessment to Immigration-use ECA report. Similarly, your immigration-use ECA report can be converted to a general credential document-by-document assessment or course-by-course assessment. Please check the conversion criteria in the PDF form. Renew Expired ECA for Canadian Immigration Purposes If you have obtained an ECA assessment report from CES that has since expired or is about to expire, you may apply to CES to get it re-issued for immigration purposes. NOTE: Your assessment outcome may change to reflect current CES policy. If it does, the new (renewed) report will supersede the previous report. Online renewal application $189.00

Use this form to have your official academic records (transcripts/statements of marks) sent electronically by your former institution(s). Official academic records must be sent electronically to ces.transcripts@utoronto.ca from the appropriate institutional email address or shared by your institution via a third party document sharing platform. Please ensure you check the country specific document recuirement requirement. This application form is provided for your convenience to help you in this process – it’s not necessary that you use it.
CES does not accept official documents attested by Higher Education Commission, Pakistan by email.

Sharing ECA report with the Provincial Nominee Program(s) (e.g. OINP) If you are applying for immigration through the provincial nominee program (PNP) and have received a nomination (NOI) requiring you to have your ECA report shared with them, please submit a request using our online support request form.

•    Your ECA report reference number
•    Your PNP reference number
•    Contact information including the email address of the provincial nominee program officials

Designate/Withdraw a Third-Party and/or Release Information Complete this form to authorize CES to share information about your assessment application with a third party, or to assign an individual or organization to act as your representative to CES. Duplicate/Additional Copies of ECA report and/or Send to Third-Party Use this form to have additional copies of your CES educational credential assessment report sent to yourself or to a third party. CES can provide additional copies of your original ECA report for a small service fee. CES will not send your assessment report to Immigration, Refugees and Citizenship Canada (IRCC) on your behalf, because IRCC only accepts original reports submitted directly by applicants. The processing time is five (5) business days upon receipt of your request and payment. Please note that the processing time does not include delivery.

Note: If you wish to share your ECA report with the provincial and/or territorial nominee program officials under the Provincial Nominee Programs (e.g. OINP), please do not use this form. Instead, please email ces.info@utoronto.ca with your request. 

Request to Duplicate Copies of Assessment Report and/or Send to Third-Party $30 per set
Duplicate Copies of Official Transcript Sent Directly to Institutional Third-Party Complete this form to have duplicate copies of your Official Transcript sent to an institutional third party. This package also includes a duplicate copy of your ECA report. The processing time is five (5) business days upon receipt of your request and payment. Please note that the processing time does not include delivery.

ECA Administration Fee A non-refundable application fee required for all ECA applications and services submitted. If your application is deemed out of scope to assess by CES, and cancelled, refunds will still be subject to this fee. $45
ECA Decision Appeal If you are dissatisfied with the outcome of your ECA report, you may submit a written appeal within 90 days of the date on your report. What do I do if there is an issue with my assessment report?

To protect your privacy, CES staff are not authorized to discuss ECA results on the phone.

ECAs are based upon established and current CES policies approved by the University of Toronto’s School of Continuing Studies Comparative Education Service Management Committee. They comply with the procedural and substantive standards set out in the Pan-Canadian Quality Assurance Framework for the Assessment of International Academic Credentials.

If you have received the official copies of your ECA report and have noticed an error or omission, it must be reported in writing (mail or email) within 30 days of its date of issue. Please contact us to have it corrected.

Please be advised that all fees are final and non-refundable. Once you have submitted your application, you have acknowledged and provided consent to having read and understood the Terms & Conditions.

If you have questions or concerns about any aspect of your Assessment outcome, you may initiate a progressive review process.

Please notify CES of your concern by contacting us by e-mail within 30 days of your date of issue. The Credentials Assessor who provided the assessment and/or Peer Reviewers will respond to you electronically within 10 business days. If a change in outcome is warranted, the report will be revised. Otherwise, an explanation of the rationale used in attaining the listed outcome will be provided.

If you remain unsatisfied with the review process, you may submit an Official Appeal in writing within 90 days of the date on your report. A $199 fee is applicable. Please contact our team using the Support Request form. One of our team members will provide you with instrutions. Your ECA decision appeal request must state your reasons for disagreeing with the outcome and provide documentation that supports your claims. The Appeal Panel, comprised of the Senior Credentials Assessor and Comparative Education Service Management Committee, will conduct the review and notify you of the outcome and its rationale within 20 business days of the receipt of your appeal request, supporting documentation, and payment.

Please note that this review process is exhaustive and its decisions are final. If your appeal is successful, CES will issue a revised ECA report and your appeal fee will be refunded.

What do I do if I have been locked out of my account or forgotten my password?

If you have been locked out of your account, please contact us to let us know and we will unlock the account for you.

If you need to reset your password, please click Forgot password link on the login page to reset it.

Please note the password link is only valid for 30 minutes. After 30 minutes, you will need to click on the Forgot password link mentioned above again to reset your password.

Why was my application cancelled before I submitted it?

If you have initiated an application but have not submitted it, after thirty (30) days of inactivity it will be automatically cancelled. You will have to start a new application.

Please reapply and login to your student account to restart the process.

How do I access my account?

To access your account:

Go to My Access – Student Login.

In the “User Name” field, enter your email address that you provided when you submitted your CES application.

If you are a first-time user, or if you have forgotten your password, click on “Forgot Password”. A temporary password will be emailed to you.

Enter the case-sensitive password into the “Password” field and click “Log in Now”.

To change your password, click “My Profile” and follow the instructions to change your information. You can choose to keep your student number as your user name, but we do recommend that you change it to something that is more familiar to you.
