BC PNP: STRATEGIC OCCUPATIONS: Entry-Level and Semi-Skilled

The Entry Level and Semi-Skilled category applies to qualifying foreign workers in select occupations and eligible employers in the tourism/hospitality, food processing and long-haul trucking industries. In order to apply under this category nominee applicants must have worked for their employer in BC full-time in an eligible occupation for a period of at least nine consecutive months immediately prior to the date their BC PNP application was submitted. Nominee applicants must also maintain continuous full-time employment with the BC employer throughout the application process. Work experience that forms an integral part of a program of study (co-op) or is obtained using an Off-Campus Work Permit does not qualify toward this nine month work experience requirement.

The tourism/hospitality, food processing and long-haul trucking industries were selected for this category as they play a key role in BC’s export-oriented economy, and are experiencing acute and persistent labour shortages. Through their respective provincial industry organizations, these industries have implemented human resource development strategies to hire, train and retain domestic workers, and have demonstrated that they will be unable to fully meet their on-going workforce requirements without the opportunity to retain foreign workers through permanent immigration.

Applications in this category are limited to:

Registered nurses, psychiatric nurses and physicians recruited by provincial and regional health authorities administered through Health Match BC, and who meet the Provincial Nominee Program (PNP)’s requirements
Midwives who meet the Provincial Nominee Program’s requirements
All other applications to hire health professionals and other skilled health workers are considered in the skilled worker category.

NOTE: The BC PNP’s International Post-Graduate Pilot Project is a three year pilot ending on May 28, 2013. Applications under this pilot project may be submitted until that date.

This pilot project aims to support BC’s universities in attracting top students from around the globe and to help retain these highly qualified workers in the provincial workforce to facilitate innovation and economic development. International graduates from programs in the natural, applied and health sciences have strong success finding employment following their studies, make a substantial contribution to key sectors such as technology and health services and help address critical skills shortages in BC.

BC PNP: STRATEGIC OCCUPATIONS: International Graduates

An International Graduate has satisfied the requirements for an eligible degree or diploma from a recognized post-secondary institution in Canada within the last two years. Specifically, an application must be received by the BC PNP within two years of the date shown on the final official transcript which indicates that all requirements have been met.

An International Graduate must have accepted an indeterminate, full time job offer from a BC employer. The PNP program does not require that International Graduates have previous work experience.
