If the sponsor does not meet federal financial and eligibility requirements, CPC-M will do all of the following:

  • retain the sponsorship processing fee and refund the permanent resident processing fee and, if it was already paid, the right of permanent residence fee (RPRF)
  • advise the sponsor of the ineligibility decision
  • enter “Discontinued” in the application in GCMS
  • cease processing if the sponsor opted to discontinue if found ineligible

If the sponsor meets federal eligibility requirements, CPC-M will do all of the following:

  • process fees and enter the sponsorship decision in GCMS
  • list the application for background checks and send a letter to the sponsor instructing them to download the MIFI undertaking kit, complete it and submit it to MIFI along with a copy of the letter issued by the CPC
  • refer the case to MIFI for provincial sponsorship assessment, initial evaluation and assessment of the application for permanent residence pending receipt of the decision from MIFI

MIFI will approve or refuse the sponsor based on Quebec provincial financial sponsorship criteria and will advise the sponsor and CPC-M of the decision.

If MIFI approves the sponsor, CPC-M will do all of the following:

  • begin initial evaluation of the permanent residence application and assess the applicant against eligibility and admissibility requirements
  • enter information in GCMS to reflect the decision on requirements and advise sponsor and applicant of initial decision on the application
  • refer the case to the processing office for completion

If MIFI does not approve the sponsor, CPC-M will:

  • keep the sponsorship processing fee, return the application for permanent residence, and refund the permanent resident processing fees and the RPRF, if paid
  • advise the sponsor that they have been found ineligible to sponsor and that the application for permanent residence cannot be considered
  • enter “Discontinued” in the application in GCMS – there is no refusal decision

Sponsor chooses, “to proceed with the application for permanent residence” if found ineligible to sponsor

CPC-M performs administrative processes and assesses the sponsorship application against federal sponsorship eligibility requirements

CPC-M will:

  • process fees and enter the sponsorship decision in GCMS
  • list the application for background checks and advise the sponsor of the federal sponsorship decision and the referral to MIFI, and suspend processing pending a decision from MIFI
  • refer the client to MIFI for provincial sponsorship assessment.

Note: If federal eligibility requirements are not met, CPC-M can refuse sponsorship eligibility without waiting for MIFI’s input.

MIFI will approve or refuse the sponsor based on Quebec provincial financial sponsorship criteria and will advise the sponsor and CPC-M of the decision. Then CPC-M will do all of the following:

  • begin initial evaluation of the permanent residence application and assess the applicant against eligibility and admissibility requirements
  • enter information in GCMS to reflect the decision on requirements and advise sponsor and applicant of initial decision on the application
  • refer the case to the processing office for completion.

If MIFI does not approve the sponsor, CPC-M will also:

  • refuse the sponsorship eligibility application
